Moving Groups to Action

The International Association for Public Participation (IAP2) developed the Public Participation Spectrum, a matrix identifying the various levels of public participation. The levels of participation called out in this matrix include Inform, Consult, Involve, Collaborate and Empower. Each level of public participation is chosen based on the specific goal of the project and the promise being made to the public.
